I saw this flag and monument on the street side of Parliament and asked our tourguide about it. I couldn't get a photo. The flag has a hole cut out of the center. Apparently the Soviets imposed their emblem on the Hungarian flag, so the resisters of 1956 cut it out. This is a monument to them.
